OEM licenses will not work either because you can only purchase OEM licenses preinstalled on your device or as a OEM System Builder license. The issue with Retail is that it does not have downgrade rights. Technically if you're not going with Windows SA, then your only option is Retail licenses. This would be non-complaint if you go this way and could get in trouble if audited.
